Mandate

The main functions and responsibilities of the Department of Aid to Foreign Countries are as follows:

(1) To formulate and administrate foreign aid policies. To draft laws and regulations concerning aid to foreign countries and regions, formulate department rules, and study and promote the reform of foreign aid modalities.

(2) To arrange and administrate the foreign aid program. To study out country-specific foreign aid planning and choose the projects.

(3) To be in charge of government-to-government negotiations on aid and the signing of related agreements. To be responsible for aid-related inter-governmental affairs, and the handover of foreign aid projects. To be in charge of issues concerning loan repayment and debt reorganization under foreign aid programs.

(4) To verify the tendering qualifications of foreign aid project executing corporations, organize bidding decisions on foreign aid projects, assign tasks of foreign aid projects to corporations, and supervise their implementation.
　　
(5) To be in charge of preparing the budgeteering, final accounts and statistics of foreign aid funds.

(6) To be in charge of the use of foreign aid funds. To supervise and manage projects financed by preferential loans and joint venture and cooperative joint venture fund. To deal with the inter-governmental issues under foreign aid programs.

(7) To guide the work of Executive Bureau of International Economic Cooperation on foreign aid affairs.

(8) To undertake other assignments given by the ministerial leaders.
